About Map of Strategic Objectives

The projects of the strategic development plan of the Governorate (2016-2018) are just a step on the road of comprehensive development within the international model framework of socioeconomic transformation.

The long term strategic objectives will keep appropriate for the stage beyond 2018 taking into consideration review thereof upon updating the strategic plan.

The strategic objectives of the Governorate and each performance indicator of each objective are connected with the strategic purposes of Kurdistan Region vision 2020 and the system of development indicators identified by the Ministry of Planning in the Region:
The first strategic objective of the Governorate “Investment of all resources, especially human resources to implement the comprehensive scheme of Sulaymaniyah, Capital of Culture” contributes in realizing two strategic purposes at the Region level: “(2) Education system and job opportunities enabling citizens to invest their potentials and improve their livelihood levels, and (4) Development of diversified economy based on the private sector”
Strategic objectives of the Governorate 1-5 contribute in realizing community welfare “the sixth strategic objective” 
Realizing any strategic objective of the Governorate directly contributes achieving one regional purpose or more and indirectly in achieving all purposes.

Each strategic objective is realized by implementation of a number of interventions “projects/policies/procedures”, included under six major programs based on the type of intervention and the desired impact, namely: 1) legislation amendment, 2) restructuring and administration, 3) development of human resources, 4) studies and researches, 5) awareness and media, 6) the program of technical projects related to the objective.

Following the methodology of classification of interventions/projects in action programs enables the Governorate to study and analyze the budget assigned and disbursed for each separate program and for eac h separate objective, facilitating the application of result oriented budgeting which is adopted by the developing countries in administration and application of their budgets.

Each strategic objective has a follow-up card indicating the objective and performance indicators that will be used for the purposes of follow-up and assessment of performance and intervention group/ included under each program and each objective, in addition to hypotheses related to objective and data necessary to measure performance and their source.

Objective cards are used by development management unit/ strategic management unit for the purposes of follow-up performance and preparation of reports of follow-up and assessment.
