Improvement of administrative structure and procedures and reduction of bureaucracy through e-government




Policies to be Adopted by the Province to Achieve the Goal:

1- Strengthening monitoring, internal auditing and external follow-up.
2- Increasing transparency in terms of achievement, allocations, and promotion of the rule of law.
3- Enhancing coordination among government departments through regular coordination meetings.
4- Encouraging the delegation of powers, transfer of knowledge, and on-job training by managers to build up the skills of their employees.


Legislative Improvements Needed:
1- Activation of the Civil Service Board and the review and development of the Civil Service Law to ensure giving priority to efficiency, transparency and reducing measures.
2- Review and amendment of Financial Supervision Authority Act in order to include administrative control to the tasks of the Authority.
3- Issuance of legislation on the creation of a governing body of e-government in the Region to review and make draft legislation necessary for the setup of e-government.
4- Review and update of the itemized regional development budget to include performance assessment and development projects and rehabilitation of staff.


Projects Proposed to the Kurdistan Regional Government:
1- Implementation of an analytical study of procedures adopted by different Ministries and re-engineering of processes and procedures in order to serve to reduce time and bureaucracy, eliminate centralization, promote transparency, and delegate possible powers to local governments.
2- Implementation of a comprehensive study at the provincial level to measure overstaffing in the public sector and the gaps between job requirements and competencies available.
3- Assessment and development of organizational structures of ministries and public sector institutions in order to raise the efficiency of government services, enhance coordination among institutions and departments, align job requirements with competencies, and increase transparency.
4- Involvement of provinces and districts in a long-term comprehensive project for the purposes of development of job descriptions, functional guides, and staff manuals, in accordance with strategic management standards and results-based management, by the utilization of specialized foreign expertise, starting with ministries that have the most impact on development.
5- Review of job performance assessment methodology in the public sector and linking job promotion with the results of performance assessment.
